Capital Pairing focuses on Islamic private equity and debt financing activities in Malaysia.  The company is a wholly-owned subsidiary of IBC Assets Berhad.

IBC Assets Berhad derives its strength from IBC Malaysia, which has extensive experience and expertise in investment research and business consultancy services to Sophisticated Investors since 2013.

IBC group has established a strong team that consists of experts from various industries such as finance, wealth management, capital markets, tourism, investments and other related industries. Our network of professionals in the industries enables Capital Pairing to evaluate all propositions with in-depth, specialized and localized knowledge, and thus gain direct access to a pipeline of opportunities for strategic investments into various industries.

Our objective is to create and operate the safest, most efficient working capital finance marketplace for both investors and borrowers by disrupting the traditional business financing model that is both time consuming, prone to risk, and inefficient.

Meet the team

H. E. Professor Datuk Syed Omar Alsaggaf

Chairman

H.E. Professor Datuk Syed Omar Alsaggaf (PJN, DPMP, DSPN, AMN, AMP) was the former Ambassador Extraordinary & Plenipotentiary of Malaysia to the Kingdom of Saudi Arabia and the Permanent Representative of Malaysia to The Organisation of Islamic Cooperation (OIC). He is the current Deputy Chairman of the Malaysia – Saudi Business Chamber. His other appointments include Chairman of Financial & Business Development Committee & Board of Director of Islamic University college of Perlis (KUIPs), Patron of Muslim Business Chamber Malaysia, Supreme Council Member of Medina Islamic University Malaysia, Board Member of Zakat for Islamic Council, Perlis, and Rector of both Perlis Islamic Higher Learning Institute and International Islamic Technology College, Penang.

Apart from his Islamic academic credentials, with his long-running experience in facilitating governmental-level economic development and policy in both Malaysia and Saudi Arabia, he was credited with fostering and re-affirming strong diplomatic, cultural and economic relations between Saudi Arabia and Malaysia during his illustrious term of service. He brings a wealth of trade, cultural and diplomatic knowledge and experience for Saudi-Malaysian industries, as well as unparalleled access to key regulatory bodies and governmental organs of both states.

Professor Datuk Syed Omar Alsaggaf possesses a Master’s Degree in (Near Eastern & North African Studies), specializing in Arabic Language and Culture, from the University of Michigan, Ann Arbor USA, and a Bachelor’s Degree in Syariah, Madinah University Saudi Arabia.

Dr. Serge Pierre Besanger

Chief Investment Officer

Dr. Serge Pierre Besanger is on the panel of consulting experts with the IMF and a professor of finance at HEC Business School, ranked 2nd globally by the Financial Times. He earned an MBA from ESSEC Business School ranked 3rd globally by the Financial Times and a Ph.D. in applied mathematics from Sorbonne University. He was an Acting Director of the IMF’s Singapore subsidiary (a joint venture with the Monetary Authority of Singapore) during the Asian financial crisis. Other notable engagements include:

  • Formerly a Risk Management officer with Bank of Boston, focusing on lending to Tech SMEs in America and Europe.
  • Consulting expert with IMF and World Bank on FinTech, Blockchain,
  • Currently advising IMF and World Bank on risk scoring for banks and FinTech companies and how to implement Blockchain and expand the use of Cloud Money in selected Asian and African countries.
  • Advising regulators such as Bank for International Settlements in Basel, Switzerland.
  • Author of IMF WP00-115 IMF Working Papers on “Demographic Change in Asia: The Impact on Optimal National Saving, Investment, and the Current Account” which was published in June 2000.
  • Co-author of the banking regulation and risk scoring courses at the IMF Institute.

Azlin Romlez

Executive Director

Azlin Romlez has more than 21 years of experience in the Malaysian capital market, ranging from share trading, treasury and corporate finance, through his employment at K&N Kenanga Bhd, Danamodal Nasional Berhad, Southern Investment Bank Berhad and Securities Commission Malaysia (SC).

He spent 13 years with the SC, specifically involved in reviewing corporate proposals and disclosure documents relating to initial public offerings.  In July 2017, he co-founded ACMF Advisory Sdn Bhd, which provides consultancy services on strategic planning and organizational readiness for business growth and best business practices to SMEs.

Azlin Romlez graduated from Acadia University, Canada with a Bachelor of Business Administration. He holds an MBA from Universiti Malaya and a Diploma in Investment Analysis from Research Institute of Investment Analysts Malaysia.
